Congestion fee in London brings down air

One of the measures the Beijing government is considering to tackle its air pollution problem is a possible congestion fee policy. Early details are scarce, but we can look at other global cities as an example into how this might work. CCTV correspondent files this report from a city which has been called 'The Big Smoke' for its own problems with smog.

London’s economy and population keeps on growing. Creating huge environmental challenges. To tackle them, Congestion Charge Zones have been set up, where drivers must pay over $17. The London government’s Environment spokesman says, though, it’s about more than just keeping traffic out of the city centre.

"We’ve used it to drive people to cleaner vehicles by having exemptions for those cleaner vehicles. We also have around all of London the low emission zone, and that brings in standards for all vehicles apart from cars and motorcycles and has really helped to accelerate the cleaner vehicles on London’s streets," said Matthew Pencharz, London Environment Spokesman.

New low emissions buses and taxis are also planned, as are new bicycle superhighways to get people out of their cars. But despite that, measurements of the UK capital’s air suggests it looks set to fail even its own air quality goals, according to the London government’s environment committee. It’s target to reduce carbon emissions by 60 per cent compared to 1990 levels over the next decade.

"That is challenging, but certainly do-able, but we feel we would need some legal powers and also and a great deal of funding to switch our public transport fleets to cleaner vehicles. But also regulation on construction equipment as well, which has a remarkably high impact when it comes to air pollution," said Matthew Pencharz, London Environment Spokesman.

And that pollution from buildings and cars plays a part in the deaths of some 9,000 Londoners every year, according to a study by King’s College. The next move in London to curb premature deaths, ultra low emissions zones. Where all driver who fail to comply will be charged $150 a day.

"People now understand it’s such a big health problem, that arguably we have seen less resistance I think than when the Congestion Charge first came in and we saw the tightening of the low emission zone a few years ago. So I think the message about the serious impact there is of air pollution has actually meant that society’s more perhaps accepting now of some of the measures that we have to do," said Matthew Pencharz, London Environment Spokesman.

So London has introduced a number of initiatives to improve air quality. But despite all that the city still finds itself in breach of European Union laws on air pollution.
